Once you have been granted access to PSB,  you will be ready to use the PSB tool.  First, open your web browser and go to your Agency's website. At the end of the URL path, include  /user.   

 Example:  youragencyname.sc.gov/user

This will display the log in screen shown below. Enter your Username and Password and click Log In.
